The total number of users in TikTok Europe exceeded 170 million and the percentage of AI audits increased to 90 per cent

TikTok published its latest EU Digital Services Act (DSA) disclosure report, which covers content audits and user data in the EU between January and June 2025, revealing the growth of the Platform in the region and the evolution of the auditing mechanism.

According to the report, since September 2023, TikTok’s total number of EU users has grown by 25 per cent, and now reaches 170 million in the European region. With the exception of the stagnating Estonian market, there has been a steady increase in the rest of the EU, with Sweden growing by 12 per cent, Denmark growing by 15 per cent and the Netherlands growing by 17 per cent, at a relatively slow pace. By contrast, TikTok has 170 million and 30 million users in the United States and the United States, respectively, and about 100 million users in the Brazilian and Indonesian markets respectively, while the domestic version of the “shock” is about 700 million users. This data shows that TikTok has significant regional growth potential even at the risk of a potential ban in the United States.

During this period, TikTok removed 24.5 million entries for violating community norms, an increase of 15 per cent over the same period. Although the Platform has been subject to European Union scrutiny for the publication of pornographic and harmful content, data indicate that its auditing mechanism continues to be optimized, especially in the context of a 26 per cent reduction in manual clearance teams, where automated detection capacity has increased significantly.

With regard to adolescent safety, TikTok has increased the removal of relevant violations, while taking more proactive measures with regard to psychological and behavioural health reports. It is clear that AI technology has made significant progress. Despite the decrease in the number of examiners, the rate of automatic testing for mental and behavioural health issues has increased from 49 per cent in 2023 to 90 per cent at present; in the area of adolescent safety and well-being, the rate of automatic testing has increased from 38 per cent to 77 per cent. In addition, 2.5 million non-compliance advertisements were placed by the Platform during the same period, a significant increase over the second half of the previous year (1.5 million). Among them, there was an increase of over 100 per cent in the number of intellectual property violation advertisements and a doubling of the number of adult and political content advertisements.

As TikTok accelerates the promotion of power company operations in Europe, it enhances business confidence by strengthening intellectual property protection and advertising audits. Despite a decrease in the detection of advertising content in automated systems, the Platform has achieved reduced efficiency while enhancing content governance through technological upgrading. TikTok indicated that it would continuously optimize the AI solution and balance business expansion with compliance needs.
